Abstract Immigration culture contains the features of pluralism, religion, ethnos and openness. The paper takes Zhen-bei-bu of Ningxia as an example, making an analysis of the origin and feature of its immigration culture. In the meanwhile, a feasible analysis of exploiting cultural tourism of immigration is made, which includes analysis of area and resource superiority. As for the analysis of resource superiority, the author makes a comprehensive evaluation on value of tourism resources by using AHP method, which shows cultural value is the most important factor that can influence the potential of exploiting tourism resource, followed by sight-seeing value, scientific value, artistic value, resource force, and additional value. It also indicates that the historic culture and immigration culture weigh the highest cultural value among all the tourism resources of Zhen-bei-bu, followed by joviality, scientific review, artistic value, scientific education, rareness, repute, religious culture, abundance, environmental capacity, and adaptable period for tour. Therefore, immigration culture plays a great role in exploiting tourism resources of Zhen-bei-bu.
Finally, the author puts forward several viewpoints and strategies concerning exploitation of immigration culture. The author's viewpoints include:Firstly, hold a correct idea and establish a strategic focus of exploitation. Secondly, strengthen the leading and exploitation on cultural tourism of immigration by scientific orientation, overall planning and design. Thirdly, deal with relations between exploitation and protection, heredity and mergence properly. The strategies of exploitation are listed as follows:Firstly, government supporting strategy. Secondly, stress features and implement top products strategy. Thirdly, promote regional co-operation. Fourthly, pay attention to resident's participation. Fifthly, strengthen tourism propaganda and open up tourist market actively.
